Responding to increasing challenges to democracy and a shrinking democratic space around the world, including in more established democracies, International IDEA’s Democracy Assessment team, through its Global State of Democracy (GSoD) Programme (established in 2016 as part of International IDEA’s Global Programmes), seeks to contribute to the global debate on democracy and inform the development and implementation of strategies and policies that build, advance and safeguard democracy worldwide.
Since its launch, the GSoD programme has completed 3 two-year programme cycles, which have been organized around a variety of different knowledge products, including International IDEA’s flagship Global State of Democracy Report, an annually updated statistical dataset on democratic quality, now covering 165 countries in the world (GSoD Indices) and shorter thematic policy briefs on current issues in the democracy debate (GSoD In Focus).
The GSoD programme also oversaw the Global Monitor of Covid-19’s Impact on Democracy and Human Rights, which was a qualitative monitor and a “one-stop-shop” online global monitoring tool/of the democracy and human rights implications of measures adopted by governments around the world in the context of the COVID-19 crisis, specifically in the 165 countries included in International IDEA’s Global State of Democracy (GSoD) Indices. This tool covered the time period beginning in June 2020 and ending in December 2021. This Monitor is now being redesigned and reformulated to cover democracy and human rights developments outside the context of the pandemic.
The Democracy Assessment team at International IDEA is now recruiting a Programme Officer with strong research, analysis and writing skills to lead the further development of the Monitor.
Duties and Responsibilities
- Conducts research and analysis and writes country profiles/case studies, and country, regional and global updates for inclusion in the Global Monitor. This research will focus on 1-2 regions, including Latin America, and is to be based on a wide range of sources, including the GSoD Indices, other GSoD products, media and expert reports, and interviews with regional IDEA experts and other regional resources.
- Maintains the datasets on which the Monitor relies and creates new datasets, as needed
- Builds, grows and maintains collegial and collaborative working relationships with assigned regional offices and other teams within Global Programmes in ways that support and facilitate the most updated and high quality country and regional updates as possible.
- Acts as a primary point person for Global Monitor communications work, which includes:
- Assisting the Project Coordinator with all Monitor-related Communications work and liaising with the Communications team for Monitor-related work;
- Conducts representational and outreach activities on Monitor analysis and data (speeches, presentations, workshops) for internal and external audiences.
- Contributes to strategic planning for the DA team as a whole as well as to individual projects, including helping to define objectives and outputs.
General Profile
- Strong and diverse research and analysis skills, ideally in a thinktank or policy development organization, and including qualitative and quantitative methods;
- Deep knowledge of and experience in the fields of democracy analysis and human rights, including in the Latin American region and/or in a particular topic;
- Extensive and varied writing experience, including in at least one of the following sectors: policy, academia, media, and/or law;
- Strong skills and experience in supporting or leading communications work, including event planning and management and publicity (via mainstream and social media);
- Strong experience in project management;
- Demonstrable experience in building cooperative and collaborative working relationships, either across teams and/or across organizations;
- Demonstrable experience in coordinating and working with inputs and feedback from multiple stakeholders;
- Experience in strategic planning;
- Can work with minimal guidance and supervision;
- Adds value to team-based activities in his/her unit; collaborates with other entities of the Institute;
- Acts as a model or mentor for less experienced colleagues;
- Can be expected to travel globally to any geographical area involved in his/her projects;
- Follows internal procedures to ensure high standards of performance and compliance with Institutional guidelines;
- Acts in accordance with International IDEA’ s core values; Respect, Integrity and Professionalism
- Integrates a gender and diversity perspective in all activities.
Reporting line
- Head of Democracy Assessment and Political Analysis.
Education and Experience
- University degree in Social Sciences, International Relations, Political Science or related field;
- A minimum of five (5) years professional experience, preferably within the context of an international organization or NGO working in the field of democracy or human rights, including substantial internship(s);
- Experience and knowledge of democratization and human rights, including the development and implementation of projects on these topics, preferably within the context of an international organization or NGO working in the field of democracy assistance or advocacy;
- Demonstrated knowledge of democracy in comparative research and data collection; Experience in conducting research and analysis;
- Knowledge of Latin America is required; knowledge of the Caribbean and North America is desirable;
- Field experience is an added advantage.

- Remuneration – EUR 4 623 NET per month + benefits
